A PARCERIA PÚBLICO PRIVADA – PPP: Uma fonte alternativa do crescimento econômico no estado de Minas Gerais?

O trabalho verifica se as Parcerias Público-Privadas contribuem para o ajuste fiscal das contas públicas e, consequentemente, para o financiamento do crescimento econômico em Minas Gerais à luz da Teoria da Escolha Pública. O impacto das PPPs sobre o crescimento econômico depende de que a política econômica esteja voltada para fomentar o crescimento econômico e não para a realização de despesas de interesse de grupos de pressão. No entanto, o exame das contas públicas de MG descreve um aparente paradoxo: de um lado, há tendência de expansão do gasto público; de outro, a utilização de PPPs para contração da despesa pública.
A aparente contradição é desfeita quando se observa que os déficits da previdência e os gastos com pessoal são crescentes e consomem eventuais ganhos fiscais decorrentes dos empreendimentos assumidos pela iniciativa privada por intermédio das PPPs.
Em face do exposto, é possível admitir que o emprego das PPPs no Estado pode ter tido o objetivo de expansão do papel do Estado para a arregimentação de votos. A análise apoia-se no método dedutivo, procurando confrontar as ações governamentais com o comportamento previsto pela Teoria da Escolha Pública e avançar na compreensão e previsão do impacto das PPPs nas contas públicas
