Public policies, COVID-19 and the Guardianship Councils of Novo Hamburgo (RS-BR): looks through ethnography

Abstract

The Estatuto da Criança e do Adolescente is central when we talk about public policies for brazilian children and youth and one of its points is the criation of guardianship councils. In this study, the main question is: how are public policies operationalized by the daily life of the of the Gardianship Council of Novo Hamburgo Região 1 and of Região 2? Therefore, it was realize a narrative review of the literature and it was made an ethnographic exercise at the headquarters of the Guardianship cuncils of Novo Hamburgo during a period of massive impact of COVID-19.

Doutor em Ciências da Comunicação pela UNISINOS e professor do Programa de Pós-Graduação em Diversidade Cultural e Inclusão Social e do Mestrado Profissional em Industria Criativa da Universidade Feevale.

Margarete Fagundes Nunes, UFRGS

Doutora em Antropologia Social pela UFSC. Atualmente atua como pesquisadora associada do BIEV/UFRGS.

Everton Rodrigo Santos, Universidade Feevale

Fez estágio Pós-Doutoral em Ciência Política pela Universidade Federal do Rio Grande do Sul (UFRGS) em 2013, é Doutor (2005) e Mestre (1996) na mesma área pela (UFRGS). Professor Titular e Permanente na Universidade Feevale no Programa de Pós-Graduação Stricto Sensu em Diversidade Cultural e Inclusão Social, na linha de pesquisa de Inclusão Social e Políticas Públicas.
