Prior consultation protocols for the defense of indigenous territories and rights: challenges to the plurality of rights

The objective of this text is to make a bibliographical survey on the 21(twenty- one). Protocols on the Right to Prior, Free and Informed Consultation and Consent already done in Brazil, analyzing their productions, their content and their role in the legal system in guaranteeing the rights of indigenous populations. Although Brazil has ratified legislation that defines the creation of Consultation Protocols, it is essential to discuss their applicability through a reformulation of the State model that legitimizes these self-governments that exist in the empirical field.
