This article studies the constitution of the citizenship into the "crackland from Campo Grande" through the relationship networks made by homeless people. Therefore, this work explores the transformation of the old bus terminal and its outskirts in the "crackland from Campo Grande"; the experiences of making-city from the people who had been homeless close by the old bus terminal, emphasizing their stories and performances; the effects of the biopolitical practices done by two government institutions to the homeless people and their agency. It is emphasized that, by articulating the macro and microsocial factors, concerning as focus the homeless people and the old bus terminal, we aim to understand how this territoriality takes a special setting seen "by the street" as long as the "borders of the hub".
