LGBTQIAP+ public policies in Brazil and Pará: tensions, challenges and prospects

Abstract

Even with significant advances in the field of Human Rights at the end of the 20th century and the first decade of the 21st century, there has been an exponential increase in incidents of LGBTphobic violence, particularly institutional hatred and phobia. This scenario highlights the need to investigate, expand, and qualify discussions on the demands of the LGBTQIAP+ population, understanding them from the perspective of legally recognized Human Rights. Thus, this article is part of a larger exploratory research, with a bibliographic and documentary nature, focusing on a specific social reality. Initially, the text presents the most current terminologies related to biological sex and sexual identities, followed by a description of public policies, with a focus on health and safety, emphasizing the Pará case. It then discusses, considering Sexual Script Theory, existing understandings, and possibilities concerning sexual orientation and gender identity, as well as factors contributing to the perpetuation of invisibility. Recurring attacks from party leaders, religious figures, and institutional representatives against the LGBTQIAP+ population were observed, including the difficulties faced by scholars seeking a basis to interpret the issues of this reality, which resulted in the "social erasure" of these dissenting identities. Consequently, the lack of information, caused by institutionalized neglect, hinders the formulation and dissemination of indicators necessary to develop inclusive and affirmative public policies and programs.
