REVISÃO BIBLIOMÉTRICA SOBRE O TÉRMINO ANTECIPADO DE PARCERIAS PÚBLICO-PRIVADAS

As parcerias público-privadas (PPPs) têm sido uma estratégia adotada por governos de diversos países como uma alternativa para execução de projetos voltados à área de infraestrutura e serviços públicos. Embora, seja uma prática consolidada há anos, com diversos casos exitosos, muitas parceiras são terminadas antes do prazo estipulado em contrato em função de riscos e incertezas inerentes a esse tipo de arranjo. Buscou-se com este estudo a realização de uma revisão sistemática da literatura, com o uso da Teoria do Enfoque Meta Analítico Consolidado (TEMAC), para analisar a produção bibliográfica sobre o término antecipado das PPPs. As bases investigadas foram a Web of Science e Scopus, sendo identificadas respectivamente 72 e 124 registros relevantes produzidos entre 1991 e 2019. Os resultados indicam uma relação intrínseca do tema com o gerenciamento de riscos, tema com produção científica significativa. No entanto, poucas publicações específicas sobre o término foram identificadas. Destacam-se a análise das causas da extinção e a questão da compensação. Lacunas no conhecimento foram identificadas, principalmente a respeito da escassa produção brasileira sobre o assunto.
